UPSC Recruitment 2026 – Apply Online for 13 Law Officer, JTO & Specialist Posts (Advt 12/2026), Last Date 16 October

The Union Public Service Commission (UPSC) has released Advertisement No. 12/2026 inviting online applications for 13 posts through direct recruitment by selection — Junior Technical Officer (Sugar Technology) at the National Sugar Institute, Kanpur; Assistant Legislative Counsel (Grade IV, Indian Legal Service) in the Legislative Department; Law Officer in the Land and Building Department, GNCT of Delhi; and Specialist Grade II (Junior Scale) – Cardiology at NDMC. Online applications open on 26 September 2026 on the UPSC online application portal and close on 16 October 2026 at 6:00 PM. The fee is only Rs 25 for male General/OBC/EWS candidates, and completely nil for women, SC, ST and PwBD candidates. Selection is by interview, or by a Recruitment Test followed by interview where applications are numerous.

Vacancy Details

Eligibility

• Junior Technical Officer (Sugar Technology): Degree in Science or Engineering with Associateship in Sugar Technology or PG Diploma in Sugar Technology; 3 years’ teaching/research/advisory experience in Sugar Technology, or 3 years’ practical experience in a sugar factory in a managerial capacity. Desirable: M.Sc. (Chemistry) or M.Tech (Sugar Technology).
• Assistant Legislative Counsel (Grade IV, ILS): Degree in Law AND one of: 7+ years as a member of a State Judicial Service; 7+ years in a superior post in a State legal department; 7+ years as a Central Government servant with legal-affairs experience; a Master’s Degree in Law with 5+ years of teaching/research experience; or a qualified legal practitioner (at least 30 years of age) with 7+ years as advocate/pleader (or 5+ years as High Court attorney in Bombay/Calcutta, or combined 5+ years as attorney and advocate). Desirable: experience in legislative drafting.
• Law Officer: Degree in Law with 2 years’ experience in legal work as a Legal Practitioner or 2 years’ legal-work experience in a Government office.
• Specialist Grade II (Jr. Scale) – Cardiology: Recognized medical qualification under the Indian Medical Council Act, 1956; PG degree in Cardiology (D.M. Cardiology) or equivalent; 3 years’ experience in Cardiology after the PG degree.

Age Limit (as on 16.10.2026)

• Junior Technical Officer (Sugar Technology): up to 38 years (OBC vacancy)
• Assistant Legislative Counsel: up to 40 years (UR/EWS), 43 years (OBC), 45 years (SC)
• Law Officer: up to 30 years (UR), 33 years (OBC)
• Specialist Grade II (Cardiology): up to 48 years (OBC)
• Age relaxation as per Central Government rules: 5 years for SC/ST, 3 years for OBC, 10 years for PwBD (subject to maximum age not exceeding 56 years); up to 5 years for Ex-Servicemen and Central/UT Government servants with 3 years’ continuous service

Selection Process

Selection is by interview, or by a Recruitment Test (RT)/Combined Recruitment Test (CRT) followed by interview, depending on the number of applications received. Where applications are numerous, UPSC may shortlist on higher qualifications, higher-than-minimum experience, or a Recruitment Test. Minimum suitability level at interview (out of 100 marks): UR – 50, OBC – 45, SC/ST/PH – 40. Where an RT is held, it is ordinarily conducted at Ahmedabad, Bhopal, Chennai, Delhi, Dispur (Guwahati), Jaipur, Jammu, Kochi, Kolkata, Lucknow, Mumbai, Nagpur, Port Blair, Ranchi and Visakhapatnam.

How to Apply

1. Visit the UPSC online application portal upsconline.nic.in and create an account if not already registered.
2. Complete the Universal Registration (generates a Universal Registration Number / URN) and the Common Application Form (CAF).
3. Fill the post/vacancy-specific fourth module for the post you are applying to; this generates a post-specific Application Number.
4. Upload your photograph and capture a live photo; sign three times on plain white paper in black ink and upload the signature.
5. Upload supporting documents separately against each claim (date of birth, category, qualification, experience) as individual PDFs.
6. Pay the application fee of Rs 25 online (UPI, card or net banking), if applicable to your category.
7. Review all entries carefully — no correction, alteration or withdrawal is allowed after final submission.
8. Submit before 16 October 2026, 6:00 PM, and take a printout of the finally submitted application.
