Caste Certificate Validity for Government Jobs – SC, ST, OBC, EWS & Domicile Rules

A wrong or expired caste certificate is one of the most common reasons for rejection at the document verification stage. The validity rules are different for SC/ST, OBC and EWS categories — and the central government format is different from the state format. Read the rules below carefully before claiming reservation in any Sarkari job form.

SC / ST Caste Certificate

  • Valid permanently (lifetime), unless cancelled on verification.
  • Must be issued by the competent authority — District Magistrate, SDM or Tehsildar.
  • The caste name must match exactly with the Constitution (SC/ST) list.
  • School-issued or self-attested caste certificates are not accepted.

OBC Certificate – Non-Creamy Layer (NCL)

  • The caste certificate itself may be permanent, but the NCL certificate must be current.
  • For central government jobs: NCL certificate is valid for 1 year and must be renewed.
  • Some state notifications (e.g., UP) require the NCL certificate to be not older than 6 months at the time of form filling.
  • Without a valid NCL certificate, OBC reservation benefit cannot be claimed.

EWS Certificate

  • Valid for the current financial year only.
  • Family gross annual income must be below ₹8 lakh from all sources.

Domicile Certificate

  • Validity varies by state — generally treated as valid for around 1 year for job and admission purposes.
  • Check your state’s rules before applying.

Central vs State Format – Very Important

  • For SSC, UPSC, Railways and IBPS (central exams), use the Central Government format attached in the official notification. SSC rejects certificates that are not in the prescribed format or date range.
  • The state OBC list and central OBC list are different. If your caste is in the state list but not in the central list, you cannot claim OBC reservation in central exams — apply as General/EWS.
  • A caste certificate is valid in the issuing (domicile) state and for Central services. In other states you must apply as General (e.g., a Bihar OBC candidate cannot claim UP reservation).

Where to Get the Certificate

  • Apply through your state’s e-District portal (e.g., edistrict.up.gov.in for UP).
  • Processing usually takes 7–30 days; always download the official format from the exam notification PDF itself.
